প্রনালী তা  হলো

Open file CTRL + J Duplicate layer
Go to Create new fill or Adjustment Layer
Brightness\Contrast Brigthness: -50
Contrast: +100
Go to Create new fill or Adjustment Layer
Color LookUp - 3D LUT file HorrorBlue.3DL
 Click on Layer 1 Go to Filter - Lens Correction Custom Vignette - Amount : -100
Click on Color Lookup 1 mask Go to Brush Tool and select a soft brush Make sure you have black as a foreground color Reduce the Opacity of the brush near 50% and start brush.
